Flows are kb/d, out of the same weekly WPSR release as the stocks above. Crude imports are ex-SPR on both the national and the PADD lines, so the five PADDs add back to the national figure; utilisation is a ratio and does not. A zero is a published value — the inland PADDs genuinely import no gasoline — not a missing week. Gasoline here is finished motor gasoline, so a PADD line counts blending as well as refining: PADD 1 out-produces PADD 3 because Gulf Coast refineries ship blendstock north. EIA does not publish PADD-level exports: those 30 cells are absent because the series do not exist, and nothing here is back-solved from output or stock change.
